In reply to your letter of the 13th. instant, I have the honour to inform your Excellency that I concur with the first paragraph, respecting the issue of a Circular to the foreign Consuls which will fully meet the case.

As regards paragraph 2, I consider that the hours mentioned,, viz.:- 6 to 8 a.m. and 5 to 7 p.m., should be sufficient both for the foreign war vessels and the messages from merchant ships under present conditions, as the number of the messages from the latter is, so far, not considerable.

If it is shewn later on that comercial messages suffer interference, the question of extending the hours for merchant vessels might be re-considered.

I should like it brought to the notice of the several shipping companies that His Majesty's Government are under agreement with the Marconi Company not to receive or forward messages except on service.

It often occurs that a steamer calls the guard ship and send a message to her agent. I would be much indebted to Your Excellency if you would cause the several steamer agencies to be informed that I am not allowed to receive or to forward these messages.
